Cal Water Absorbs Palm Mutual, Expanding Bakersfield Reach
California Water Service has finalized its acquisition of Palm Mutual Water Company, folding the utility into its Bakersfield District after regulatory approval.
California Water Service (Cal Water) has officially completed its acquisition of Palm Mutual Water Company, a transaction that began taking shape in May 2025 when the two parties reached a purchase agreement. The deal closed after the California Public Utilities Commission granted its approval, clearing the final regulatory hurdle required for a utility consolidation of this kind in the state.
With the transaction now finalized, Palm Mutual's water system assets have transferred to Cal Water, and the company will absorb the former mutual's customers into its Bakersfield District operations. For those customers, the transition marks a shift from a locally governed mutual water company structure — typically member-owned — to oversight under one of California's largest investor-owned water utilities, which is subject to ongoing CPUC rate and service regulation.

For Cal Water, the Bakersfield District addition strengthens its footprint in the San Joaquin Valley, a region where water supply reliability and groundwater sustainability remain persistent concerns under California's Sustainable Groundwater Management Act framework. Integrating Palm Mutual's assets gives the company an expanded customer base to serve in one of the state's most agriculturally and economically significant corridors.
